E-government and E-governance. definition of terms

There is some disagreement as to the definition of terms E-government and E-governance.
** I have resolved the dispute over the definitions as follows:
Electronic-Government is how a government sets up any Internet infrastructure and then uses that infrastructure to provide services * and information to citizens, alien residents and even tourists.
Electronic-Governance is how a government uses the Internet in expressing political power over its citizens and other people within its borders.
Cyber-Law-Enforcement , anti-terrorist measures and the regulation of Internet access in public libraries, are the current E-Governance issues under debate in many if not all democracies. In most dictatorships, E-governance is how a government may censor or restrict the dissemination of political viewpoints, news and organizing information over the Internet and other communication technologies.

E–deliberation and local governance

This paper focuses on the use of local government Web sites in the United Kingdom to encourage and facilitate democratic deliberation. The question addressed is to what end, and on whose terms, citizens are being encouraged to engage local government via computer–mediated communication. After an initial investigation into the legislative framework of local e–democracy, this paper examines opportunities available for citizens to deliberate by examining 469 local government Web sites. This information is then reviewed in the context of empirical evidence on the practices and attitudes of those responsible for the management and upkeep of the specific sites under question. It appears that while interaction is being encouraged, it is limited and tends towards an individualistic liberal model."

Data Mining Found to Flunk Privacy Rules -
" As a result, they cannot ensure that individual privacy rights are appropriately protected, congressional investigators said Monday."
FBI and State claimed they were exempt from the assessments required by the E-Government Act of 2002, the FBI because it was a national security system and State because its data dealt with federal employees, not the public.
I mean the Government--

Cyber-Politics (or Cyberpolitics)
Cyber-Politics (or Cyberpolitics).
Cyber-Politics covers the realm of the Internet as an issue lobbying, electoral campaigning or political fundraising tool, making it a sub-discipline of Techno-Politics.
From major corporations to local community groups and from left-wing anti-globalization anarchists to right wing neo-nazis, the Internet is being used as a part of an overall organizing and information dissemination strategy. A Cyber-citizen (or Netizen /Net-izen) is anyone who goes online.
A Cyber-Activist (or e-activist / net-activist [i]) is someone who takes political action via the Internet either through cyber-lobbying or cyber-electioneering.[ii]

[ii] There is also commonly used; e-advocate, e-activist and e-lobbying but as noted before endnote 4, I believe cyber to be more accurate when talking about purely Internet activity.
[iv] Some would argue E-Electioneering or E-lobbying. I believe “Cyber” to be more accurate than “e” / “electronic” in talking about Internet activity. Telephones and fax machines are also electronic. Cyber-Space is the Internet. A Cyber-Activist may never use any other medium.

"Overwhelmed by demands from the public that require manual searches for information, the New Hampshire Department of Environmental Services
(DES) has turned to the World Wide Web to provide spatial and map-based data. "One of the biggest challenges was trying to decide at what level to present the information," said Chris Simmers, OneStop program manager for the DES. "The use of GIS in-house with GIS-savvy people is one thing, but bringing that to the Web, to make it functional and attractive to the average user, required a major change in philosophy on our part."

Jan 16 2002: "According to eMarketer, 55 percent of adult Internet users in the US visited a government website in 2001.
This statistic is from a study conducted by the Robert H Smith School of Business in the University of Maryland.
The study also found that 50 percent of online adults visited a state or local government site, and 33 percent visited a federal government site.
Sixteen percent conducted business with state or local government online, and 11 percent conducted business with federal government online.
In all categories, men were more likely than women to visit government websites and to conduct business on those sites. Suburban users were more likely than urban or rural users to visit a government site, but rural users were the most likely to conduct government business online."

The National Academy of Public Administration and the Virginia Polytechnic Institute and
